PUBLIC SECTOR · LOCAL AUTHORITIES
AI in local authorities: your residents wait less, your staff approve.
Residents’ mail, case processing, regulatory watch: AI sorts, checks and prepares. The public servant reviews, decides and signs. We work with your current tools and involve employee representatives from the scoping stage.
A 30-minute conversation with the team that will run your project, with no commitment.

IN BRIEF
How can a local authority use AI?
The most useful uses are where requests pour in and staff spend time searching: sorting residents’ mail and requests, checking case documents, regulatory watch for departments, preparing standard replies.
AI prepares and the public servant decides. The rules require it too: an AI system that decided alone on access to a public benefit would be classed as high-risk under the AI Act, and residents talking to an assistant must be told so.
At national level, DINUM has trialed generative AI to support public servants, and the Banque des Territoires supports pioneering local authorities through its Territoires d’IA program. Our role: organize the approach in your organization, from elected officials to departments.
FIVE USE CASES
Residents’ mail · Case processing · Regulatory watch · Partner relations · AI policy.

WHAT YOUR DEPARTMENTS FACE
More requests, the same staff.
What executive teams and departments tell us.
MAIL
“Residents’ mail piles up, and response times grow longer.”
FILES
“Missing documents only come to light during case processing.”
WATCH
“Regulations change faster than we can read them.”
WHO IT’S FOR
USE CASES
AI prepares, the public servant decides.
Concrete uses, connected to your tools, with a record of every action.
Fast answers, always reviewed
AI sorts residents’ mail and prepares the replies. A public servant approves before sending.
Documents checked and summarized
For each case, AI checks and summarizes the documents. The case officer decides and signs.
Regulatory watch for departments
The relevant texts, summarized and sent to the right department, with the source.
Partner relations
Elected officials, funders, associations: the history of exchanges stays within the local authority.
Shared rules for AI
We support elected officials and teams, and write an AI policy with them. Each department chooses its uses.
Staff trained on their own cases
In a hands-on session, each staff member leaves with a tool that truly helps.
AI-READY
Your AI agents read and act in the tool, through MCP.
MCP is an open standard: a universal plug, under your control, between your software and AI. Your IT department approves every access.
- SAMPLE REQUESTS TO YOUR AGENTS
- “Which planning applications are waiting for a document?”
- “Summarize this week’s texts relevant to civil registration.”
- “Draft the reply to this letter; I will review it.”
BEFORE / AFTER
What changes for your residents.
| TODAY | WITH AI, APPROVED BY YOUR STAFF | |
|---|---|---|
| Sorted by hand, replies written one by one. | Sorted on arrival, replies prepared and reviewed. | |
| Cases | Incomplete when processed. | Documents checked on submission. |
| Regulatory watch | Read when time allows. | Summarized and sent to the right department. |
Every gain is measured in your organization, from your starting point.
OUR METHOD
From elected officials to departments, four steps.
The four steps of our method, in a loop. Each can be done on its own; together, they organize AI across the whole organization.
Inspire your leadership team
A keynote built on cases from your business. Your leadership decides where AI will be useful, and where it will not.
Map your operations
We spot the bottlenecks, rank use cases by gain and difficulty, and name the tools to keep.
Bring your teams on board
In a hands-on session, everyone arrives with a real problem and leaves with the AI agent that solves it. An AI policy sets the shared rules.
Build with the AI Factory
Our engineers build AI-ready business tools with you. You keep the keys.
You take back the keys.
The code and data stay with you, documented. We keep improving the tool with you, or you take it over. This is step 4 of our method: Build with the AI Factory.
YOUR QUESTIONS
Questions from local authorities.
What are the most useful AI use cases for a local authority?
Sorting residents’ mail and requests, checking case documents, regulatory watch for departments, preparing standard replies, and managing partner relations.
Can a local authority use AI to answer residents?
Yes, if a public servant reviews before sending and residents are told when they talk directly to an assistant, as the AI Act’s transparency obligations require.
Which AI uses are high-risk in the public sector?
In particular, systems that assess eligibility for essential public benefits (Annex III of the AI Act). Keeping AI to preparation, and the decision with the public servant, keeps it from becoming a system that decides.
How can we buy an AI solution in line with public procurement rules?
Several routes exist, depending on the amount and the degree of innovation. Review them with your procurement department; we provide the technical information needed.
Do public servants need an AI acceptable use policy?
Yes, we recommend one: it sets the approved tools, the data to protect and the review process. It is written with elected officials, IT and employee representatives.
Does residents’ data stay in France?
Yes: hosting in France, or on your premises if your data requires it. Access rights are set with your IT department.
Does AI decide in place of your teams?
No. AI prepares: it sorts, checks, summarizes and writes a first draft. A named person reviews and decides. Every AI action is logged.
